Businesses, Investors, Cities States and Regions, and Civil Society hone in on stronger national climate plans to accelerate prosperous, net zero future

- The UN Climate Change High-Level Champions dispatch today the support of CEOs, mayors, governors, and civil society and Indigenous Peoples leaders for ambitious, investable and implementable Nationally Determined Contributions (NDCs),
- Real economy actors and civil society leaders emphasise the importance of these plans to signal a clear direction of travel, attract investment, and spark faster climate action which will bring economic, social, and environmental benefits to all.
- All parts levels of society are offering their insights, partnership, and solutions to design and implement ambitious and actionable climate plans.
New York, 23 September – With countries working to update their national climate plans in line with the Paris Agreement target of limiting global warming to 1.5C, the UN Climate Change High-Level Champions have published a report showcasing support from all levels of society and all sectors of the economy to help design and implement high quality plans.
The new ‘Whole-of Society Support For Strong National Climate Plans’ report highlights the insights, priorities, and offers of support from businesses, investors, cities and subnational regions, and civil society groups, and makes these readily available for governments to leverage whilst designing and implementing their NDCs.
It makes clear that businesses and investors are poised to invest in high-ambition climate plans, and that cities, states, and regions are ready to accelerate their implementation at the local level.
These insights cover critical areas for a sustainable, prosperous future including the just transition away from fossil fuels, protecting and restoring nature, scaling equitable finance for climate solutions, and building resilient lives and livelihoods around the world.
This outpouring of support and insights from all corners of the globe and the economy comes as leaders gather in New York this week for the UN General Assembly and Climate Week NYC, and less than two months ahead of the critical climate talks in Baku in November.
It also includes insights from civil society, in particular, Indigenous Peoples and others emphasising the importance of, and offering their support in ensuring that these implementation plans steward a transition that is just and benefits the least advantaged.
The report includes insights and policy priorities from groups representing and working with thousands of investors, businesses, subnational governments and communities.
The report builds on the contribution of the High-Level Champions and the Marrakech Partnership to the first Global Stocktake agreed last year at COP28 in Dubai, especially the 2030 Climate Solutions, a roadmap to scale climate solutions during this critical decade.

“The next 12 months are critical in turning the unprecedented global commitments from world leaders in the UAE Consensus into effective, impactful domestic policies and measures. I am encouraged by the breadth and depth of action already underway by businesses, mayors, investors, Indigenous Peoples, and citizens. Their work is emboldening governments to set more ambitious plans and accelerate implementation”, said Razan Al Mubarak, UN Climate Change High-Level Champion, COP28.
“The next round of national climate action plans are an opportunity for countries to adopt an inclusive approach where everyone has a role to play in fighting climate change. I have heard loud and clear from businesses big and small that they stand ready to ally with governments in shaping a more sustainable future. In my role as High-Level Champion I will ensure their voices are heard and through my Impact Makers campaign elevate those delivering real solutions on the ground”, added Nigar Arparadai, UN Climate Change High Level Champion, COP29
“Countries are starting to develop their new NDCs, due in early 2025. This presents an important opportunity to develop more comprehensive and credible documents that will help investors to better understand the policy landscape, assess investment risks and opportunities, and facilitate engagement to support implementation”, said Stephanie Pfeifer OBE, CEO, Institutional Investors Group on Climate Change (IIGCC).
“Strengthening partnerships between national and subnational governments is a surefire way to achieving enhanced NDCs – which the CHAMP initiative, endorsed by 73 national governments, is pioneering. Cities around the world are already delivering climate action that works for people and the planet which is why achieving greater alignment of policy, resources and support through national plans is key to maximizing their impact”, said Gregor Robertson, Special Envoy for Cities in CHAMP, Mayor of Vancouver (2008 – 2018).
Countries that partner with all levels of society will not only bolster their climate action but also create more resilient economies and societies, generating sustainable jobs and fostering long-term development. Enhanced national climate plans can empower actors to go further, faster.
