ACHIEVING THE 2030 BREAKTHROUGH

ACROSS FIVE LEVERS OF CHANGE

TECHNOLOGY / SUPPLY

How industry and infrastructure can help

  1. 100% Zero emission cars and vans by 2040 globally and 2035 in leading markets
  2. Zero-emission trucks to constitute at least 35-40% of new sales by 2030.
  3. Zero-emission buses to rise from nearly 14% of new sales in 2021 to 60% by 2030.
  4. ZEV models are available in all market segments, and rapidly increasing their market share.
  5. Aggregating demand across similar and proximate markets, thereby leveraging buying power, harnessing economies of scale and de-risking investments.
  6. Governments and companies to increase their support for RD&D of alternative battery chemistries
Demand

How the market can influence change

  1. Governments and companies will need to work closely with infrastructure providers to ensure a rapid scale-up of high-quality charging options
  2. Purchase incentives such as capital grants or ‘feebates’ to increase the demand.
  3. Join buyers alliances such as the First Movers Coalition or the Sustainable Freight Buyers Alliance
Finance

The role of public and private financing

  1. 20% of major financial institutions by AUM commit to excluding investment in companies that have not committed to phasing out ICE by 2035
  2. Favourable financing terms to reach total cost of ownership (TCO) parity faster, supported by international development banks and by government policy to further stimulate uptake.
  3. Procurement commitments from governments and companies to guarantee a pipeline of demand.
  4. Governments to support vehicle manufacturers in making the required investments in re-tooling their assets to deliver ZEVs in large numbers.
Policy

How visible, tangible support from governments and organisations can support a faster ZEV Transition

  1. Governments need to set clear timeframes by which all new road vehicle sales should be zero emission.
  2. Cities representing 20% of global urban population commit to procuring only zero-emission buses from 2025 (e.g., via Cities Race to Zero and/or C40 Green and Healthy Streets Declaration)
Civil Society

Mobilizing the "third sector"

  1. Governments and companies should also increase their support for RD&D.
  2. Governments and companies must work to ensure comparable employment opportunities are provided.
WHAT'S NEEDED BY COP 27

    1. More companies and countries sign the ZEV Declaration and the Global MOU to commit to 100% ZEV sales by 2040 globally and 2035 in leading markets.
    2. Need for forward-looking policy implementation, enforcement and monitoring and push ourselves for higher targets, alongside a scalable achievability roadmap.
    3. Avoid, Shift and Improve is a concept that we all have been religiously following, however we need to broaden our horizon to think more about the transport sector as a booming economic opportunity, especially in the developing countries.
    4. It is time that we enhance traditionally sustainable transport, affordable, inclusive and accessible mode shifts towards cleaner science based targets and technologies, and also innovative and accessible business plans to be able to achieve the common goals, especially in the unorganised sector for transport.
