ACHIEVING THE 2030 BREAKTHROUGH

TECHNOLOGY / SUPPLY

At least 20 commercial scale low carbon cement plants with carbon capture by 2030 in full operation, representing 160 million cubic metre concrete produced per year.

DEMAND

The Clean Energy Ministerial's Industrial Deep Decarbonisation Initiative (IDDI) launched an update of their Green Public Procurement pledge in September 2022. This initiative seeks to create a thriving market for low carbon cement. This is coordinated by UNIDO; current members are Canada, Germany, India, Saudi Arabia, United Arab Emirates, United States, and the United Kingdom. At COP 27, the “First Movers Coalition Cement & Concrete” pillar will be launched which will give a strong demand signal from private sector actors for low carbon cement and concrete moving to near-zero. Five companies will be among the initial signatories of this buyers club.

FINANCE

The industry will require $500 billion to implement carbon capture technologies by 2050, i.e. $16 bn per year on top of business-as-usual investments

POLICY

By COP 28 in 2023, clear standards for low-carbon cement shall be set and 58% of global production (outside China) should be covered by national roadmaps for net zero cement/concrete.

CIVIL SOCIETY

Civil Society Organizations play a critical role to track progress adequately and ensure transparency as well as accountability.
